Microsoft OLSB is no longer offering Office Live Business Websites as of 03.28.2011.  Microsoft has stopped the new sign-ups for Office Live Small Business Websites in-order to make room for their Office-365 offering.
 
MSFT stopped giving away websites

"We are no longer taking new sign-up for Office Live Small Business. We recommend that you sign-up for the Office-365 30 day Trial."
